The belt from the motor to the clutch has stretched out. A Bissell 1699 pump belt works perfectly. Try to turn the belt from the clutch to the brush upside down without removing it (it's very difficult to replace this one). Turning it upside down will give more 'grip' and should allow the brush bar to spin correctly and clean the rug.

Jon, while you're at it I would also pop the end caps off the brushroll and check the brushroll bearings. Back a few years ago I found a DC33 at the side of the road with a "works, needs cleaning" sign on it. Turns out the brushroll didn't turn AT ALL....at first I thought it was bad belts in the clutch, but it turned out to be a bad brushroll bearing. Lubed it up, put it back together and ordered a spare clutch and brushroll bearing to have on hand for spares. Since these clutched Dysons are such a pain to change the brushroll or clutch, it might be a good idea while you have it opened up :-)
