"At one time you could order these decals from Compact. I have seen and have a couple new old stock decals for a c-4 and c-6. Seems to me the are sticky but are applied like a child's tattoo if that makes sense."

Worked in a plastics plant when I was younger. We sprayed a liquid adhesive on plastic. We applied graphics and scraped on like the tattoos you use to get in gum packages. I imagine it it'd a very similar process for the graphics.
If we messed up on peeling the graphic we'd have to spray it off and clean it off. We'd spray with alcohol to prep the surface and apply the graphic again until it was on satisfactory. I learned to get it right on the the first application.

Waterslide decals are what the term would be.

The first time I seen a Compact I seen one in mustard yellow with these decals but I wasn't a collector then so I didn't know what it was.
