I think it is a draft control for a coal furnace . I found in in a barn at the family farm. It must have a small hydraulic pump in it because it has oil in it and when I unplug it I can hear oil flowing back so it must be a sealed hydraulic system in a can an the two screws on the back I think they are for a thermostat . And who made it? Am I right on my thinking.
