I am currently restoring a Model 30 and I’m not sure if this is a suppressor, and if it is should I remove it, but then how do I wire it back? Is the wire connected to the chassis a ground?

It's a static suppressor, no longer necessary. Its purpose was to eliminate static interference in tube-based televisions and radios.

Okay cool! Now the question is, can I remove the 2 lead wires and the ground from the switch and chassis?

If you want, since you're restoring it and it is your vacuum.

The 2 wires that go to the switch don't need to be unsoldered they just pull out of the switch with the contacts attached. When you put it back together you just plug the contacts back into their slots.

my 89 lux has one too do i need to leave it in ?
I mean vacuum works great tho

As was........

stated....these were to help with static interference on older TV's and radios. Also living in apartments where running a vacuum would interfere with someone else's TV or radio.

Mostly though, it was for the man-of-the-house so that 'the little woman' running the vacuum in another room wouldn't interfere with his radio and TV reception.
