I just saw this Hoover model 69 on eBay. Clearly the bag is a replacement. But if you look inside it's the print from the bicentennial edition! Did Hoover have extra vinyl to make replacement bags? Has anyone else seen this before?

I used to have 2 Bicentennial vacuums, now, I only have one. It has the original bag. I have a few 'replacement bags', in use on machines. The artwork, of course, is on the inside of the bag. You aren't able to 'reverse' them, as, they were heat sealed to create the shape of the bag.I'm sorry I am unable to help out.
