Electrolux LXI bag ejection issues

I just got my hands on a really nice Electrolux LXI. The machine has really good suction and seemingly functions properly. Unfortunately, I cannot get the sweeper to shut off and eject the bag. I tried the trick that said to sweep up a bunch of paper towels to fill the bag but that didn't work. I have the dial set at 1 and still can't get it to eject.

I took the cover off, I guess that's the front cover? It was dirty under there but all the hoses were intact and still soft. All the levers, etc were free to move.

Any ideas from the experts as to why I can't get the chain reaction to eject the bag to start.
