I finally got a new outer bag for my Decade 80, but it's been several months since I took it apart I'm not sure if I put it back together correctly.

I know the outer bag is on correctly, but I'm not sure about the paper bag. Here is a picture, is this correct or should be the other way around?

That's what I was thinking, on the order of the Kirby where the bag is in front of the fill tube.
