What you don't understand is that - The cloudiness is caused by exactly what you LIKE to see - The dirt and fine dust spinning around in the bin which cause very tiny (micro) scratches in the plastic of the bin over time.
What works best to make the bin clear again is any of those products sold in automotive stores for clearing up those cloudy headlights on your car. You might also try some ArmorAll or similar product.
