I took apart my hoover convertible u4047 and saw the carbons do I need new one's or theses ok?

You've got quite a bit of time left on those.

If you have the machine apart, I would suggest just replacing them, but I usually don't replace carbon brushes until they are half that length.

Is it just me or do they look like two different thickness?

The length is fine though, you should have a few years of use.
