Yes, that was used on the earliest Heritage 1-HD Style 2 disposable bag system setups.

Yes, cloth was used for Kirby fill tubes.
I have one from a Heritage I had restored and the back side of it had the Chrysler logo, as if Kirby used surplus automotive vinyl fabric for cost savings.
The smooth side was inside to prevent dirt from sticking.
