So, I just bought some Eureka style vacuum bags on Ebay. The seller stated in his AD that they were: "Hepa" and in the description below, under material, "fabric".

What I got was paper, when I expected some woven synthetic material.

Am I wrong or tricked?

I'd be kinda pissed. Send em back you can point out the description of the item was inaccurate.

Unexpected,

Ending. The Seller admitted they missed that, is refunding my purchase. And wished me a happy holiday.

But I was wondering if there is such a thing as hepa filters made of paper.

Yes, in the past there have been bags made that were HEPA Filter paper bags. Kirby being one of them, if I recall correctly they came out with the G6 or Ultimate G. Also, some paper bags that were not labeled HEPA qualify....Electrolux 4 ply and Home Solutions bags, for example, filter 94%@0.5 micron size particles. That is HEPA H10 filtration standard.

In the distant past General Electric had bags that were similar to felt cloth.AirWay had '14 layer' bags.And since 1952 Electrolux had self sealing paper bags with layers of filter inside.
