I just got older upright with a cord reel/retract and the cord will not stay out.
Are they supposed to or are they designed for you to pull it out and hook it in the snug crevice of the upper hook?

Also, if they are like those on an Electrolux canister, it there something wrong inside that is not "catching"?

Yes
Many uprights such as Hoover Concept and early Elux Upright should have cord lifted up to a cord holder.Many users don't know or care adding to cord wear when it falls underfoot.
If you look at the first twin fan Singer UR the cord from winder comes out at top of handle that has all controls(handle & cord release as well as switch).

My bud has a clip he said he uses once the cord is pulled out, to keep it out.
