I thought the same. I thought the rubber rotted and became green, but no, it's just got a blue top. Kind of unusual to see a mis-match repair like that on a vacuum this old. Must have gotten broken or damaged long after the vacuum ended its life and a vacuum shop had a parts model and they just loved the vacuum that badly to live with mismatched colors just to get it working again.
