I think I have a clue as to what all those extra parts inside the top half of the handle assembly on some Royal metal uprights (what you see in the diagram on this page in this HESCO parts catalog) were for: to keep the protective tubing (1-171333-000) over the short cord inside the top half of the handle from falling off.

On machines so equipped, these extra inside parts were mounted at where the top half of the handle meets with the bottom half. For household machines, these extra parts consisted of a metal cord anchor, lockwasher, hex nut and screw, while on the commercial machines this was done so using an extra inside strain relief (1-880304-000 for 3-wire SJT cords) with a metal washer over it.

In both cases, these extra inside parts holding down the protective tubing for the short cord were no longer used after mid-year 1984. I know, because my early 1985 Royal 880 definitely does not use these extra parts at where the top and bottom halves of the handle meet.

Makes me wonder why didn't they just heatshrink tube the cord and call it a day? Would have saved a lot of random parts being tacked on.

You know, they probably did do that since.

I also see the reasoning behind the switch to the heat-shrinking method: some of these inside parts (on the household models, especially) could have nicked the short cord itself if not disassembled/reassembled correctly.

I wonder now if that missing part (which would be item 29) is in fact the fiber insulator (1-186340-000)?

Also, at one time, the upper handle assembly with these three extra parts I mention was available under part no. 2-060832-100.

Both of these references come from the Royal service manual parts price list dated September 1, 1976.

On Second Thought...

I now think that third inside part (item 29) on the bottom of the upper handle tube for the commercial machines was part no. 1-020324-000, a rubber grommet. Anyways, I know they stopped using this and the strain relief with the metal washer after 1984, when they used the 1-880304-000 that was attached to the bottom of the strain relief stamping instead.

This also meant that, for the post-1984 or so household machines (meaning those with the pigtail, or detachable, cord set), the metal cord anchor (2-023057-000) and its associated mounting hardware inside the upper handle tube near the bottom were dropped in favor of the 1-880305-000 inside strain relief (for 2-wire cord) instead (it was, again, mounted to the bottom of the strain relief stamping).
