Is this a hoover Aero-Dyne as shown (I know that the upright is a model 28 or similar) but i am not familiar with hoover's early canisters.

That is a Universal tank cleaner. I have that model machine.

No. The upright is a Hoover 27. The tank-type is a Universal.
