Rivet probably held a metal bristle strip for upholstery.
I'm thinking it's an attachment to one of the cannisters made in the 50s like the one the person was selling on a cart.

I don't think that is an attachment per se. It looks like something that would go on the end of one of those old stick vacs from the 40s.
