You need a switch! I have a bakelite one to a rebuilt Hoover I'd sell, or there is this great condition original one. Looks like it just needs the screws! You may be able to get them down in price too. https://www.ebay.com/itm/Antique-Round-O...

It could definitely use a rebristling and should have wire rug guards to keep the rug from being sucked up into the vacuum.
