It's like a bellows attached to old vacuum with a bag. It's pretty cool I wonder if it sucks.

That appears to run off an air compressor. Machines that run like that are generally for the pickup of flammable or explosive materials that could be ignited by the heat/electricity of a standard motor.

Air-O-Vac

These were often service station vacs as they had convenient air hoses.I have seen them used outside with long hose on exhaust to blow the dust/dirt away from car interior and back to outside air as some now do 'sweeping' sidewalks with blowers.
