I have a Hoover Junior U1012, one of the plastic cable hooks is loose, it is riveted straight through the handle, there is no way of accessing the back of the rivet, have no idea how this was originally put in. Any ideas on how to tighten the bracket.

Two possibilities...

This is totally a fact-free opinion on my part but the two possibilities I can see are they had a specialized tool at the factory that would slide one end down the handle tube before it was capped off or it's some kind of pop rivet that they capped off or ground down. Unless it's just about ready to fall off, I would leave it be.
