If I had to venture a guess, I'd say it's a placeholder for a lamp socket. Or an old fashioned fuse holder. It looks like it'd fit in either. I don't really know why it would need to be so long. Or exist.

Googling the part number, CR103X1, says it is a light bulb changer.

Looking at modern light bulb changing tools, I can assume it is for removing broken bases from sockets?

Y'know, I think husky's got something there...

If the bottom of that thing has a hole in it to fit the glass stem of a lightbulb, then I bet that's it.
