A friend of mine has a Hamilton beach handvac that is running slow, but used to run fine. Now when you click it on, the bag half inflates and within seconds, it has a burning smell

Could be the grease has gummed up to a tar-like texture and is braking the motor and slowing it down and making it overheat. Also could be the carbon brushes were worn down to nubs and that is why the original owner quit using it all those years ago.

It could also be a lot of dirt behind the fan.

I'd wager on worn carbon brushes or a dirty commutator then.
