I'm thinking it may be part of the floor wax applicator. If so, it's appropriate that you photographed it on a wood floor. It should also have a long handle and a wax-infused head that looks a bit like a paint roller. The way it worked is that you'd roll a thin coating of wax onto the floor, then run over it with the floor polisher brush attached to the vacuum.

Other commenters are right on. It's a paint roller type wax applicator to be used with the Kirby polishing buffer. Kirby still makes them and can be ordered with the Avalir. You can reuse it as long as you want as long as it doesn't dry out.
