I bought a new Hoover Portapower last year, and I really like it for its portability. I also picked up the adapter and N bags because I don't like a shakeout bag. Well, the only thing I can find are paper bags - and they leak dust into the bag chamber like a sieve. Any other manufacturers make aftermarket "N" bags from better material, or is there another bag designed for a different machine that could me used here?

Hoover still makes them. Check your local Ace or Hardware Hank. I think they're the allergen white bags anyway.

Yes, I bought genuine Hoover bags, but they’re only paper! I was hoping to find something more fabric-like, like a HEPA bag.

This is what I would do if I were you. If you get a top fill bag. You cut the top off.
Im going to suggest a brand I love. The Veva brand bags the Kirby type f bags. I'm pretty sure you could cut it in half the top and the bottom.
If you have a green Kirby HEPA bag there just as big and filtration is awesome.
The other bags I thought might work would be mighty mite but I'm pretty sure it's a little small.

Hoover makes a closed-end very thick bag for their "toner" version of the Portapower. Those bags work like a dream and keep all the dust inside.

I THINK I have all of the variations, including a fe NIB Commercials. I even have the ones with wheels, and the "caddy". The last one I got was a new purchase at The Hoover Employee Store. Starting out as Swingette, they've evolved, too.

@dandagreer welcome to the porta power for the likes of me I can't understand why Hoover continues that machine. I have heard reports of people cutting up of Hoover "type I "bag. The way the N bag works with that adapter it shouldn't be a problem with the rubberband thing. Two problems with doing this the first is the machine is already contaminated what's in dust and dirt inside.
the second problem which is more of a temporary problem,boomers are cutting up vacuum bags and putting them on their face and there's a shortage of HEPA vacuum bags.

that the cirrus type A HEPA bags have increased in price by almost 50% most of the places I look online. About a year and a half ago when I bought mine, the prices for a 6 pack of HEPA bags was about 11 to 13 $$. Now, it's $20 or more for a pack of 6.

Anyway, I looked around to try to find HEPA bags for the Hoover Porta power. I couldn't. But I started thinking how cool this little machine would be, but I'm not sure what the suction would be like. I noticed there is an Oreck version of this machine, and it does have HEPA bags.

Type I Bags

The type I bags arrived today, and they work perfectly! I trimmed down the bag collar and slipped it right inside the paper bag adapter. Works like a charm. I was pleasantly surprised with how much better the suction is as well. Thank you all for the suggestion!

The only similar vacuum I had in the past was a Hoover Mighty Might. I remember using the generic DVC or Envirocare paper bags because I could never find type MM HEPA bags. Even though there was a gasket, the bags leaked dust. You could see dust in the chamber. But I only used it for the laundry room...Occasionally I would use it to vacuum out my garage. Also, we once had one of those small dirt devil red portable vacuums that had a shakeout bag...I hated those they were such a pain to clean.
