Are you sure its originally blue or could this one be a repaint?
As to your question, I don't know but I'm sure someone on here does.

Your vacuum appears to have been repainted, as the ball casters have a chrome hood to the wheel (see the photo of my C9). Canadian patents are listed by the years, while US patents are listed by number. For example: Rexair Model B patented in Canada 1937., 1938, 1939. So people always assume it's a 1939 model, when in actuality, it's made way after that.

This is a picture of a C9 Compact with its original wrinkle finish paint job. Mine was made in 1982.

I have that one as well David, I love it. I put in a Vibra-Groomer II brush roll in it and it does an exceptional job on my plush wall-to-wall. Mine's like new, previous owner either took really good care of it, or maybe preferred an upright. I just had to go look at mine, it has the cord hook on top of the lid, I thought it did. They must've added that during the run of that model.

Paint off?

Carefully dab on some paint remover in a well ventilated area...the gel kind that dissolve the paint. Scrape and wipe of the remainder. Then you can polish the Chrome.

Pictures please...
