Great idea!
Vacuum stores can repair and donate their suitable trade-in vacs, and probably score a small tax deduction in the process....win win.

"What we now require is a letter from Social Services or a similar agency or organization stating that the person is in need of a vacuum."

How many people with that type of need will go to all the trouble to obtain the above letter/paperwork and then spend the time and gas to drive to a store that gives away vacuums? My guess is that few would ever take advantage of such a program.

I can enter a Goodwill and for $5 or $10 obtain a dirty but working machine.

When we didn't have much money garage sales and thrift stores were where we got expensive things we needed. I always hit garage sales anyway because I'm cheap and can find good stuff for a low price.
Bought a old Kenmore square cannister vac for 5 bucks that worked but was pretty beat up. Kept it till a kirby salesman sold me a almost new Royal 413 for 200 with everything. I still have the Royal even though it needs its second or third hose now.
