I've seen videos of elites sounding much lower pitch and quieter. I have no idea if there is something wrong with it or if it's just the "12 amp" motor hoover put in it. Please help!

I own numerous Hoovers with both 7amp and 12amp motors similar to that and none of them sound like that. The 12amp is a little louder than the 7, but that sounds like you may have a problem with your fan.

Bet money the fan is broken. At least that's what it sounds like to me. It's easy to check, take the top cover off, remove the motor mounts (two plastic brackets left and right with two screws each), and lift the machine off the base, then you'll be able to see directly into the fan chamber.

I checked the fan and it looks ok to me.

I'm still going to change the fan though. I can't get the motor casing off to check the motor though.

I had one of these

Similar to this one many years ago. This one sounds very rough, and nohing like what I remembered. I agree with everyone saying that it may be the fan (first place I'd check) but I would also try to look into the possibility of seeing whether or not it may be a motor bearing issue.

Getting the motor apart:

Remove the motor from the vacuum-- this means taking off bag assembly too.
Slide off the rubber gasket at top of unit
Remove 4 screws to fan housing and remove housing cover.
By holding the motor pulley tight, the fan should remove by turning clockwise.

Removal of the fan will then allow you to separate off the back of the housing if you wanted to check carbon brushes, lubricate bearings or do any cleaning.
