ive mostly been exposed to vintage Hoover ads on eBay and thru groups like this. it seems i see ads for the Hoover 28 MUCH more than for the deluxe model 61. was it advertised more heavily than the 61? any theories why?

The answer is simple. It was a much less expensive machine. Unless customers are educated as to why they should pay more for the more deluxe model, they'll always go for the cheaper one.

The 61 sold new for about $100 in 1946, plus more $$$ for the tools.
The 28 could be had for $69.95 + tools.
