I found these two at a thrift store but had no idea what they fit,
any ideas?

I think the second is a Eureka from the 80s I want to say style Z ?

You're correct on bag 2, Eureka style Z!

I believe the other is a Hoover type W bag by the looks of it, the end with the cardboard collar went over the fill tube, and there was a clamp for the tip, you folded it over and put the clamp on it to prevent it from leaking.

I am in need of the Type-W vacuum bags you found. I have a model 60 Hoover up-right that uses the Handi-Sac/Type-W bags. Please let me know if you are interested in selling them. but i will be going to that store again in a week or two and they probably will still be there. They likely have been there for years. Sadly the big thrifts i frequent, like Goodwill and Salvation Army do not sell bags or loose attachments. Some even less. I once donated a Filter Queen 360 body and motor, returned to the store wanting to check the pockets of a suitcase i had also donated only to find most of what i had given them was in the dumpster including the Filter Queen!

Hoover Handisac

These were the finest bags ever made in my book, I use them in ALL my uprights..the material used is a felt like paper that breathes like no other...and you can use them over and over again.
