FIlter Queen Defender Help Needed

I was gifted a filter Queen Defender. I love it and it seems to work great but it seems to b having a problem on the low setting. I took the filter out and tried it to see if it was not getting enough airflow but that isn't the problem. Let me Describe what it is doing.

When it is on the low setting it kind of vibrates and doesn't pull much air through at all. When I turn it to the side it stops vibrating and will pull air like I would expect it to. I took it off the filter base and tried the same thing with the same results. What would cause this? is it resting on something or could one of the bearings be bad on it? I have no Idea, I've never owned a filter queen product before.

Any help would be appreciated.
