That's too bad the quality has gone down like that. If you wanted you could still buy new old stock bags from Ebay. Such as this listing that I just found.

The current genuine Hoover type D bags are actually bojack bags. The kind that have always been terrible at filtration. Hoover doesn't make bags any longer. The dust is leaking from the paper itself, the airflow spout into the bag is directly behind where the dust is coming from. It's simply being pushed through the paper. Fred's suggestion is right on the money, but it would be even easier to just use the glue to glue the type D cardboard onto the type Y cardboard, without ripping the type Y's cardboard off.
