What is the model number of your Regina? I have 2 of them, a model 39 and model 59, the 39 being the older of the two, and it also says motor manufactured by Westinghouse. I think the 39 was made in the late 30's or early 40's, and the 59 may have been made in the late 40's or early 50's. A model number lower than 39 would make yours older than mine, a number between the two would put it in between. As for a value, there really are no set values for vintage vacuum cleaners, it is worth whatever someone is willing to pay you for it. Here's a pic of my model 39 Regina, with attachments, floor polisher, and Reginerator (demother).
