While restoring a Regina Model 56, I felt a large lump in the bag so I investigated further. The collar of the bag was dry rotted so this part came out easily enough. Originally I had thought it to be some kind of a filter but after looking up the patent number it came to be a muffler! Has anyone ever seen anything like this on an old Regina upright?

Yes it was part of the upright Regina's. It was indeed a muffler and fit inside the dust bag. Somehow the bag was made so that the rusted part shown in your picture secured the bag to the machine. You can see the dust in the rubber gasket.
I had one of these Regina uprights, and while I never saw that part till now, could feel it in there whenever I emptied the bag. It made the vacuum cleaner quieter, but was a real pain when removing the bag. I think it dates back to 1935.
Here's a look at he bag on the machine. I'll try to see if I have a a better picture of the Regina, that I can post.
