I believe the sold the license to whirlpool/ Panasonic? May be wrong

Indeed, Hoover sold the "bag-first" bypass design to Panasonic/Matsushita of Japan in the 1970's well before Matsushita bought Whirlpool's vacuum plant in 1991. For some reason, everyone was able to get on the "bypass bandwagon" by the late 1980's so maybe the patent was only good for about 20 years....

I think so. The first clean air upright from Hoover was obviously the Dial a
Matic, and I can't find any evidence of any other clean air uprights other than the windtunnel before Hoover was bought out by TTI. (Techtronic Industries.)
