I'm not sure of the exact date of that machine but I can give you about a 14 year range. I'm quite sure it is pre-war (made before 1942) and was definitely made AFTER 1928. Before then, the bag connection was on the other side of the fan case and was kind of vertically oblong in shape. If you do happen to buy it, the exact month and year of manufacture will be stamped on the armature--but I don't reccomend taking it apart unless you have some experience in the procedure. The model # should be stamped on the data plate on top of the fan case.
Does it run? It would be a nice vacuum to have and an interesting restoration project (it would look BEAUTIFUL after a good polishing!), but I'm not so sure I would pay $40 for it, and DEFINITELY NOT if it doesn't run. The bag is not original either, it appears to have been replaced by one from a mid-60's Electro-Hygiene.
Royals and Electro-Hygienes make up about 1/3 of my collection, and here's a couple pics for comparison. First, a Royal made in 4/26 and a model 80 Electro-Hygiene, made about 1934-1940. It was the first model of Electro-Hygiene. You can see in this pic what I meant about the bag outlet being on the other side of the fancase on early models.

And here are a couple more straight suction Electro-Hygienes. First is a model 94, a pre-war model built prior to 1942. The middle one is a model 230, built between 1945 and 1954, and an improved version, the 2-230, made in 1954. The 94 has a replacement cord and bag (with logo section of the original bag serged in) and the 230 and 2-230 are ALL original.

And here's the 2-230 with its attachment set. Almost complete, missing only the wands, floor brush, and crevice tool.
