Can anyone tell from the pictures if this is a Kirby 13" nozzle?

No, that is a standard (16") length Legend II nozzle.

it is not an 13 inch nozzle,,,, 13 inch nozzles for the heritage and legend series are very hard to find. But they do show up, took me a year to find mine.

The nozzle you want will, at first glance, look like it is for a 500 series or the (Dual) Sanitronics, but it will have the belt lifter body and bumper matching the Heritage (1981-83), Heritage 84 (January-August 1984), Heritage II (1984-87), Heritage II Legend (1987-88) or Legend II (January 1989-90).

Regarding this rare nozzle, Kirby never bothered to clean up the top area (where the belt lifter is) around where the headlight cap would meet... hence why it won't fully close on it. They did, however, modify the back side in order to jibe with the Heritage/Legend safety switch.
