Ok so I recently bought a Hoover Elite on Craigslist and when I turn it on, it makes a lawn mower or chopping like sound when it's on and at first I thought there was something wrong with the motor or the bearings but I was told by two people on here and YouTube that the fan was probably damaged and that I would need a new one. So earlier I disassembled it and I don't think anything is wrong with the fan but I'm not too sure since I'm not an expert with these type of things. I'm going to try post pics below so you guys can see for yourselves. Thanks.

Check the back of the fan, that's where the cracks usually are. Hold the belt drive shaft with a pair of pliers, and unscrew the fan. Turn it over, and check it for cracks. It doesn't appear the blades are broken, but the fan can easily be cracked on the backside and you'd not know it until you looked.

Ok thanks. How much do you think a new one of these would cost??

It wouldnt happen to be the brushroll bearings would it? Try running it with no belt, and see if the noise goes away.

No it wasn't. I switched the motors with another Elite that I have but this one is a commercial version and I barely bought it 3 months ago so it's still pretty new and I don't use it very often. Anyways, I used the older Elite motor with a newer Elite brush roll and it still made the noise so it probably is the fan.
