Identifying Silovim vintage cleaner

Whilst clearing out our parent's house (in the UK), my sisters and I found an old vacuum cleaner which we can't identify.

It is similar to, if not identical to, the picture in the link. I've also attached a picture of almost the only external identification mark, the word "Silovim". There is also a very small plate riveted to the outside of the case with the word "Foreign".

Does anyone have any idea what the machine is, when it dates from, and whether it might be of interest to any collectors?
