This is a dry foam cleaning machine, made by vonshrader. 

It works by generating large amounts of foam which is brushed into the carpet then vacuumed out again, they claim it to be revolutionary but really you can get the same results using a old style carpet shapooer with a heavy foam detergent and a wet vac to suck the foam back out. They old ones look awesome though. 

Its biggest advantage is fast drying time and better cleaning than normal dry carpet cleaning methods, disadvantages is that it can turn carpet yellow over time.
