My best guess is mid 1970's when harvest gold was still popular. Another way to get a good idea is to look at the round seal on the box that states the specifics for the box. Sometimes there is a year or date on there.

That looks like a 1974-1975 broom. The easiest way to tell is check out the serial number. It should be 3 digits. The first number will donate the year. The other numbers tell the month. The tag with the serial number is located under the removeable dirt cup. I posted a lengthy writeup on the history and various generations of brooms and how to identify the years.
