The serial number on my Compact C9 is 8473219 was it made in 78 or 83 im not sure how to read it lol i repainted the vacuum in blue cuz paint was faded not factory color but looks good just like to know the year was made out of curiosity

Compact serial numbers do not betray the age of the machine like Tacony or Hoover serial numbers do. The original motor will have its manufacturing date stamped on it, so that's always a way to find out 'about' when a machine was made.
