I know there is a quick fix for this I read about here. The handle lock is not stopping handle until vacuum is almost flat. Almost parallel to the floor. I know would like to lock close to 90 or 45 degrees not 180 degrees.

Kirby handles don't actually lock. They're just held up by spring tension. Sometimes those springs get weak. The spring may need to be tightened or replaced

If it has original handle fork assembly, there is a lever you pull/push in and out to set the handle lock/stop/tilt position.  Post a picture so we can see the handle fork, front, side back.
