Is this a modified vintage Hoover or a real weed wacker?

I picked this up at an estate sale last weekend thinking it was a vintage weed wacker but upon closer examination it looks like a modified Hoover. It just has Hoover motor written on it. I can't find a similar model anywhere. Has anyone seen anything like this before? The fellow had a machine shop so he could have made it.

Here is a close up

Any comments or information would be most appreciated. There is a worn blade with sort of a shield at the bottom. Thanks.

I once tried to convert a vacuum motor into
a disc sander. It was governed so high that
when I turned it on the rubber pad disintegrated
like it had exploded!

This weed wacker is probably way too fast to
safely use with a blade or string.
