? I got it for 20 bucks has hose wand an nozzle but as you all can see some things are amiss

Hmmm,

possibly, you may. Contact a Miele repair center/dealer.
I bet Chad, the club chair can. He works for a dealer in Michigan, I think. Ann Arbor vacuum.

can I get some history on this vacuum this is my first ever mile maybe even how old it is the man I bought it from said its old but how old...?

It's from

the 1980's.
Previous Miele's were rectangles with the hose port on the top. Colors were white, or green.
Then this style. They also came in maroon.
By the 90's, the front nose got rounded, hepa filters were added. Like the S321 Flamenco in blue, and the Red Star. I think it was the first with a complete sealed system, meaning the exhaust port had a seal before the hepa filter, so no carbon dust or any other escaped back into the room. Also much quieter.
The next generation were the quieter still S5 Galaxy, and Blue Moon, and Polaris series.
Then the S6 Calima, etc. before the S2 mid size, and current C1 non sealed system, and C2 compact/mid size, and C3 (S-8) full size models.
