With that budget, your best bet is to concentrate on thrift shops, flea markets, yard sales, trash piles and dumpsters in your local area. It may take some time but you'll eventually find what you're looking for.

Shipping for a Kirby is going to be expensive and if you find one with tools, it will definitely be bulky!! GoodWill, Salvation Army, other thrift stores, newspaper classifieds, Craigslist. Also with spring in the air and summer around the corner, this is Yard Sale season!!!

I found the first vacuum for my collection at a yard sale. It was my 1970's pristine condition Eureka power team 1784B canister. All it needed was a new bag, and a package of bags includes a new filter and it got a new belt. A quick wipe down and what a fantastic unit. It was marked $5 and went I brought it up to the lady at the table to pay she said just give me $3 and it's yours!!! $3 for a classic vacuum. I can't even buy a Whopper meal for that price!!! LOL

On a rainy December night in 2012, I picked up my first Kirby, a Gsix 2001 Limited Edition in decent shape from beside a dumpster in the apartment complex where I lived at the time. It only needed a bag and a belt,It couldn't have been out there long because it was dry inside the bag. Before I went to bed that night, I found Vacuumland and ordered 27 bags and three belts for $25 with free shipping on eBay. There were no tools with it, but a few months later, I found a complete set in the proper G6 black and gray at a nearby thrift shop for less than $5. I'll never know for sure, and the odds are probably against it, but I've always liked to think that I reunited that machine with its original set of tools. When all was said and done, my total investment in that dumpster find machine, tools and consumables was a shade under $32.

While living in that complex for almost ten years, I made some amazing dumpster finds and observed that the best stuff often appeared near the end of the month, especially the last weekend of the month, when people were moving out.

Human, Your story of reuniting the Kirby reminded me of a story I have.
I remember a few years back I was visiting Chad Cunningham (current president of the VCCC) and we were driving around on trash day looking for vintage vacs. I found on one street corner a decent Hoover Celebrity QS in chrome and green, no hose and no power nozzle. I grabbed it thinking I might find hose and pn on ebay someday. I couple blocks down I found the correct light green hose and quadroflex power nozzle for that machine!!! I'd like to think that the machine was complete sitting there on the curb and someone took the hose and nozzle and then either lost them off their trailer or just threw them back out at another trash pile and I reunited them.
