The 515 was shipped with the handle disassembled (3 pieces: Grip, tube, and fork):

The grip end goes on and tightens to the middle tube without an issue.....but getting the middle tube fastened tightly to the lower fork is giving me a headache.....

Looks like there was originally a small paper tube (now almost destroyed) that went onto the end of the middle tube, which then got inserted into the top of the fork....now without that paper tube....it doesn't seem to get tight enough.....should I reconstruct this paper tube?

I can post a pic if that's helpful.

Yes, you will need to fashion some sort of paper tube to put around the end, or buy a new one from one of the Kirby parts suppliers. The purpose was not to just keep things right, however, but to electrically insulate the handle from the motor, which is very important should anything go awry. Hope that helps.

I have used heat shrink tubing in the past for something similar.
No need to heat it up, just use it like it is.

Harbor Freight is the place to go for this.

Go to their website and put "heat shrink" in the search bar
You will they carry many different assortments and sizes.

i find that electrical tape works great. you can put as much as needed to fill the gap plus it insulates it.
