I need to replace this swivel wheel, any suggestions on how to remove the old one?

You need to carefully drill the rivets out.

Hold onto the broken part, you need to match the holes for the mounting plate with the new part.

I got a new one today from VacParts, but it has four holes in the plate. I watched a video on YouTube where they drilled out a rivet, tried it but didn't succeed, the video said to use 1/8 bit, maybe I should have used a larger bit.

use a small chisel to get get the rest off. You don't want the hole any bigger than 1/8".

Use the chisel to break the small flange off the rivet.

A nice sharp chisel will do the trick.

 

You can also carefully slice the flange in a couple of places using a dremel and a small cutoff wheel, then lightly chisel the rest off.

From the looks of it, it was changed once before, Hoover never used "Pop rivets" to hold on their wheels, they used solid rivets, being that these are Pop rivets, it is easy, just drill out the center of the rivet with a 1/8 drill bit until the head comes off, get a new wheel, an Electrolux front swivel caster is the same wheel, obtain a Pop rivet gun and just rivet it back on, less than a 5 minute repair, nothing has to be taken apart, very easy.
