This could apply to just about every Kirby model before the Generation 3, but the model in question is the Dual Sanitronic 80 and those before back to the 513.

My question is: when I re-install the brush roll, shouldn't the brush roll be re-installed so that the two brush adjusting screws are fully exposed and adjustable, when the rug plate is firmly locked?

The screws should be adjusted so that approx. 1/8 inch of brushes extend past the rug plate.
