As I look at this picture, the hollow handle is lighter gray, not the traditional black. This leads me to think that it's a 'Green Goddess!'

That IS a Green Goddess. The green handle was removable, as was the bag. It featured a small handle (like on a Kirby) along with a small bag, to turn the upright into a canister or hand held vac as the user preferred. This was called the "junior service". The Green Goddess debuted the same year as the Air-Way Chief, the first Air-Way with a revolving brush (and the world's first twin motor vacuum cleaner ever).
