One more question. around what time did this particular color scheme come around? |

That is one of the original color schemes from when the Concept One was introduced in 1978. The official Hoover color names are Horizon Blue Light and Jamaican Blue. |

He's simply stating those colors where introduced in 1978, once we know when said model or color where discontinued, We'd manufacturing date of somewhere between 1978-(Date of discontinuation).
Of course a more percise way would be to look for casting dates (Dates stamped into the cleaner when the plastic where being formed at HOOVER), or use the serial # decoding system.

use magic erasers with rubbing alcohol. The paint marks will practically jump off. And its cheap! Then I use basic windex to get the residue off from the magic eraser. Seth |

The 38520-040 belt is an Elite belt... the Concept takes a 38528-008 belt. The concept belt is a bit wider, thicker, longer. |
